Dr. Ruth Joyce Colbert Barnes is a Registered Nurse, a CITI Certified Research Scientist, and a Certified Therapeutic Lifestyle Practitioner. She has a Bachelor of Science degree in Behavioral Sciences /Bio Chemistry (graduating with honors), a Masters in Ed. Psychology, an EdD in Educational Psychology, and a Doctorate in Applied Research.

Dr. Barnes is currently serving as the CEO of The Colbert Group/R.J. Colbert Enterprises, Inc., an international consulting firm with five Divisions. As one of the Chief Consultants and Team Medical Researchers   for a major health agency and several pharmaceuticals companies, she assisted in the development of protocols and best practice guidelines for four levels of disease severity for twenty-one diseases; the research included both traditional and complimentary medicine.  She is currently serving on the University of Oklahoma Health Science Center Research Team as a Community Research Investigator.

She has worked as consultant for over fifteen years with the Employers Health Care Coalition (EHC), an agency representing 140 companies and with the Employers Purchasing Agency serving ten states. Dr. Barnes has over 25 years of Executive Management experience in healthcare, hospital administration, and government. She is a former Vice President of the Florida State Board of Nursing; an appointee to the President’s Task Force on Women’s Issues; an International Lecturer on Human Resources and Health Care Quality; contributing author for the United States National Fair Labor Laws Handbook for States, Local Governments, and Schools; former Regional and State President of the International Personnel Management Association, representing 32 countries; former State President of the International Labor Relations Association, representing 14 countries; Board Vice President of Entrusted Health Solutions (TPA); Co-Founder of Healthy People Productive Community HP2 Interventions; Walt Disney World Ambassador for International Dignitaries for the City of Orlando; Pfizer National Advisory Board (former team member); and a Women of Essence Award winner.

Dr. Barnes has been a Professor of Business and Healthcare Administration and has served as the Chief Administrative Officer for the town of Eatonville. She holds numerous organizational memberships and professional, leadership, and community awards.
